November 1, 2026 — The US Embassy in Moscow warned on Saturday, October 31, of a credible threat of a mass casualty event that day at the Tsaritsyno Museum Reserve, a historic palace and park complex in Moscow. Canada repeated the warning in its own travel advice the same day. Russia’s FSB security service said it had received the information from US partners and was taking action.
What was announced
- US Embassy alert: Published October 31 at 4:35 p.m. Moscow time, the alert named the Tsaritsyno Museum Reserve at Dolskaya Ulitsa 1 and said the threat applied to that day. No hours were given. The embassy said it was coordinating with Russian authorities.
- What happened on site: The Moscow Times reported that Tsaritsyno was evacuated during a concert and then closed “for technical reasons.” Russian emergency services said the grounds were temporarily closed. Authorities have not named suspects or given details of the suspected plot.
- Canada: Global Affairs Canada updated its Russia page on October 31 at 12:46 p.m. ET to add the US alert. Its advice stays at Avoid all travel to Russia, and it urges Canadians in Russia to consider leaving by commercial means and to keep a low profile.
- US advisory level: Russia remains at Level 4: Do Not Travel, citing terrorism, unrest and the risk of wrongful detention, among other risks. No level change was announced.
The embassy’s advice
- Avoid the Tsaritsyno Museum Reserve and the surrounding area.
- Avoid crowds, stay alert and be aware of your surroundings.
- Review your personal security plan, keep your phone charged and carry ID.
- Monitor local media for updates.
- US Embassy Moscow American Citizen Services: +7 495 728-5577, MoscowACS@state.gov.
What it means for travelers
- Both the US and Canada advise against all travel to Russia. This alert is a reminder that conditions there can change with little warning, and that consular help is very limited.
- If you are in Moscow, stay away from Tsaritsyno and other crowded attractions, and follow the embassy’s updates even though the alert named only October 31.
- If you need to leave in a hurry, have a confirmed way out; flights out may fill quickly.
- Many travel insurance policies do not cover travel to destinations under a Level 4 or “avoid all travel” advisory. Check your policy before you go.
- US citizens can enroll in STEP; Canadians can use Registration of Canadians Abroad.
