October 26, 2026 — New York City’s Manhattan Cruise Terminal is heading for a major overhaul built around more space and shore power, the city agency that runs it told an industry seminar. Larger ships are expected there from around 2032.

What’s planned

The New York City Economic Development Corporation (NYCEDC) is still refining the master plan it first presented in late 2025. The terminal handles about 1 million passengers a year, roughly half from out of town, and struggles with crowds and vehicle traffic in a dense neighborhood. Allison Dees, NYCEDC’s vice president for the city’s cruise portfolio, put it simply: “we need more space.”

  • Shore power: NYCEDC is working with Con Edison on shore power for three berths in a redeveloped terminal, and on adding it at the existing site.
  • LNG fueling: not currently allowed in the port. The city would need the U.S. Coast Guard and the FDNY to approve it. That matters for LNG-powered ships such as Disney Cruise Line’s Wish class.
  • Bigger ships: the cruise lines are expected to bring larger ships to Manhattan around 2032.
  • Cost and construction dates: TBA.

The plan was discussed at “The Next Wave of Cruise,” a seminar organized by New York Maritime (NYMAR) and CLIA.

What it means for travelers

  • Nothing changes for sailings from Manhattan yet — no construction dates have been set.
  • The city itself says the terminal struggles with traffic. Until the rebuild, leave plenty of time for the drive from JFK, LaGuardia or Newark, especially on busy turnaround days.
  • Many Manhattan passengers fly in. If you are flying to a New York sailing, go the day before rather than counting on a morning flight.
