October 21, 2026 — Italy’s Council of Ministers has approved the emergency security decree it was preparing after last weekend’s riots and looting in Milan. The extra 500 soldiers for Milan announced on Monday are part of the government’s response.

What’s new since yesterday

  • Decree approved: On October 20, the cabinet approved a decree on security and on crime by minors, ANSA reported. Prime Minister Giorgia Meloni said shops were looted, storefronts smashed and officers attacked, and called this unacceptable.
  • What it contains: The ANSA summary does not list the measures. Before the meeting, options under discussion included expanding the “Strade Sicure” army patrol program, giving soldiers police powers and extending preventive detention to 24 hours.
  • Background: Protests took place in Rome, Turin, Milan and Bologna, with clashes in Milan, Turin and Bologna. Police used tear gas and water cannons. About 50 arrests were reported in Milan and seven in Bologna.

Previously reported strikes, including the 24-hour transport strike on October 30, are unchanged.

What it means for travelers

  • Expect a heavy security presence in central Milan, including soldiers. Keep your passport or a copy with you.
  • Avoid demonstrations in Milan, Rome, Turin and Bologna, and check local news before going into city centers in the evening.
  • Planning around October 30? Allow for the national transport strike when booking connections or train trips from the airport.
  • Register with STEP (US) or Registration of Canadians Abroad.
