October 8, 2026 — Oslo’s city council plans to charge a tax on every cruise passenger arriving at the Norwegian capital, starting in 2027 if the measure is approved.

Cruise Industry News, citing the Norwegian newspaper Aftenposten, reported the plan on October 8. New national legislation allows Norwegian cities to charge up to NOK 100, about $10, per passenger for each day a ship is in port. Oslo has not said what rate it would set, and the proposal has not yet been approved. The approval date and exact start date are TBA.

The plan in numbers

Item Detail
Legal maximum NOK 100 (about $10) per passenger, per day in port
Oslo’s rate TBA
Start 2027, if approved
Cruise visitors per year More than 300,000
Estimated revenue Up to $4 million a year

The city describes the charge as payment for cruise visitors’ use of public infrastructure, with the money going to general upkeep. Marit Vea, the councillor for environment and transport, said: “We are getting more and more tourists in our city.” No similar fee is planned for visitors who arrive by air, rail or road.

Cruise lines affected

The report lists these lines as calling at Oslo in 2027: AIDA Cruises, Holland America Line, Princess Cruises, Royal Caribbean, Norwegian Cruise Line, MSC Cruises, Viking, Explora Journeys, Fred. Olsen Cruise Lines and TUI Cruises. None has commented, and none has said how it would collect the tax.

What it means for travelers

  • Expect a small increase in taxes and fees. Cruise lines usually pass port charges through to guests. At the legal maximum, a couple on a one-day Oslo call would pay about $20 between them.
  • Overnight calls cost more. The law allows a charge for each day in port, so a two-day stay could double it.
  • Nothing changes for 2026 sailings. If you are booked on a 2027 Baltic or Norway itinerary, watch for a revised taxes-and-fees line on your invoice once Oslo sets a rate.
  • Flying in for a turnaround? Oslo Gardermoen (OSL) is the gateway. As described, the tax applies to cruise passengers and not to travelers who arrive by air.
