October 20, 2026 — The US State Department updated its China travel advisory on Monday, October 19, adding a formal warning that Americans face a serious risk of wrongful detention. The overall level for mainland China stays at Level 2 (Exercise Increased Caution).

What changed

  • New risk indicator: The advisory now carries the “D” (wrongful detention) indicator. A State Department spokesperson said the department has determined that Americans “are at serious risk of wrongful detention in China,” ANI reports.
  • Level unchanged: Mainland China remains at Level 2. The advisory cites arbitrary enforcement of local laws, exit bans issued without a fair and transparent process, and the risk of wrongful detention.
  • Exit bans: The advisory says exit bans can be placed on people, including US citizen children, without a clear way to appeal. Some have lasted years. They may be used to force cooperation with investigations, settle civil disputes, or pressure relatives abroad.
  • Special areas: Travel to the Tibet Autonomous Region needs a special permit as well as a visa, and US consular access there is severely restricted. Xinjiang and Tibetan autonomous prefectures have extra security measures and curfews. Hong Kong and Macau have separate advisories.

Background

ANI reports that lawmakers in both chambers of Congress had urged a move to Level 3 before Chinese President Xi Jinping’s September visit to Washington. The report names detained Americans including think-tank co-founder Min Zin, arrested June 3 in Yunnan province, and seismologist Chen Youlin. The Dui Hua Foundation estimates at least 200 Americans have faced detention, exit bans or other coercive measures in China.

What it means for travelers

  • Know the law before you land. Avoid photographing military or government sites, and be careful with anything that could be seen as research, data gathering or political material.
  • Business ties matter. Exit bans are often linked to business or civil disputes. If you or a family member has any open dispute in China, think hard before visiting.
  • Layovers and transit: Visa-free transit stays are still subject to the same laws. Keep your plans simple and stay within the permitted area.
  • Tibet: Arrange the special permit well in advance. You can’t sort it out at the airport.
  • Register: Americans can enroll in STEP, and Canadians in Registration of Canadians Abroad. Leave your itinerary with someone at home.
